Nature of Position: The Department of Commerce is the host institution and the administrative head of the CNMI SBDC Service Center, which is a contractual Service Center of the University of Guam’s Pacific Islands Small Business Development Center Network (PISBDCN). The CNMI SBDC Service Center Director reports to the Secretary of Commerce and to the Director of the PISBDCN in accordance with the Service Center agreement governing this position. This position requires travel throughout the geographic area served (Tinian and Rota) and may require occasional travel to other Pacific Islands served by the PISBDCN. Early morning, evening and weekend meetings may be required. This is a salaried position and work requirements may exceed forty (40) hours per week. This position is responsible for planning, developing, marketing, and overall administration of the Service Center in accordance with the PISBDCN and the US Small Business Administration (SBA) Small Business Development Center Program.

Duties and Responsibilities:

1. Develops and tracks goals in line with the PISBDCN mission, strategic plan and directives, SBA program announcements and regulations, and Association of Small Business Development Center (ASBDC) certification requirements.

2. Provides one-on-one business counseling to established and prospective small business owners and other qualified clients.

3. Plans, directs and organizes the CNMI SBDC Service Center program operations and Service Center personnel in accordance with the PISBDCN Standard Operating Procedures.

4. Directs and supervises the CNMI SBDC Service Center counseling/consulting services and training programs. Prepares and updates proposed work plans to meet minimal counseling/consulting and training milestones and annual goals established in consultation with the PISBDCN Director. Ensures that high quality technical assistance, counseling and training are provided to the small business community throughout the assigned geographic region.

5. Responsible for determining, planning, designing and developing training courses and conferences. Establishes presentation dates and locations and develops co-sponsoring arrangements. Initiates contracts with instructors/presenters, as required. Secures written approval from the PISBDCN Director for all training events prior to presentation.

6. Engages in advocacy for small business interests by developing and promoting public awareness of SBDC programs and services.

7. Develops procedures pursuant to PISBDCN Standard Operating Procedures (SOP) for the operations and standards of service delivery to the business community and ensures that the CNMI SBDC Service Center adheres to such standards.

8. Supervises all CNMI SBDC Service Center personnel. Responsible for all personnel actions and for ensuring continuous professional growth and development of self and CNMI SBDC Service Center staff in accordance with the PISBDCN Strategic Plan, network certification standards for SBDC personnel, the quarterly network professional development/quality improvement program, and the PISBDCN SOP.

9. Actively assists in the development and implementation of the PISBDCN’s Strategic Plan.

10. Performs CNMI SBDC Service Center administrative duties in conformance with PISBDCN, SBA and ASBDC directives, regulations and policies. Performs non-SBDC related administrative duties in conformity with the directives, regulations and policies of the Department of Commerce.

11. Responsible for the design, production and distribution of SBDC related pamphlets, brochures, and audio-visual aides for small businesses.

12. Solicits private and public sector support for the SBDC program. Leverages outside public and private funding and in-kind resources for the benefit of the SBDC program.

13. Designs and coordinates programs and activities that produce collaborative efforts between the CNMI SBDC Service Center and public and private sector organizations. Such collaborative efforts should be mutually beneficial and result in enhanced productivity and increased program impact.

14. Coordinates the involvement of qualified college, public and private school faculty in CNMI SBDC Service Center projects, as appropriate, and develops internship opportunities for college students.

15. Develops and conducts diverse outreach assistance programs which are responsive to the needs of the CNMI.

16. Measures and evaluates the economic impact of the CNMI SBDC Service Center program delivery in accordance with PISBDCN and SBA program requirements. Prepares and submits PISBDCN required management, programmatic, economic impact, and financial reports in a timely manner.

17. Prepares and submits CNMI SBDC Service Center budgets for the Department of Commerce and PISBDCN approval. Manages the financial resources of the CNMI SBDC Service Center consistent with the policies of the Department of Commerce in compliance with PISBDCN Service Center and other funding agency agreements.

18. Works independently, is self-motivated and goal oriented with the ability to meet deadlines and work as a team member on projects.

19. Performs other related duties as assigned.

Uses of Time:

  • 50 % of time with administrative duties and economic development activities;
  • 50% of time counseling clients

(NOTE: The actual breakdown will be established in consultation with the PISBDCN Director and may vary throughout a year depending on the outcomes of periodic program reviews.)

Preferred knowledge, abilities and skills:

  • Demonstrated experience in business consulting;
  • Significant small business ownership or business management experience;
  • Experience in administration, teaching and or professional development training;
  • Public speaking ability;
  • Excellent verbal and written communication skills, including the ability to instruct others how to write high quality business plans;
  • Demonstrated experienced in grant writing and/or grant administration;
  • Demonstrated experience in preparing business plans and/or business loan packages;
  • Demonstrated experience with computer hardware and business software analysis and word processing;
  • Demonstrated ability to work harmoniously with co-workers and supervisors;
  • Able to effectively supervise and manage subordinates;
  • Able to work effectively with a diverse, multi-ethnic, multi-cultural client population and with leaders in the private and public sectors.

Minimum Qualification Requirements: A minimum of a bachelor’s degree in business or other appropriate field plus two to five years in business ownership, consulting, or business management experience is required. Master’s degree and/or experience as a SBDC Business Development Specialist or consultant/counselor, or SBDC lead center or Service Center director preferred. Eight years of significant, successful small business ownership or management experience can be substituted for academic qualifications. Must attain initial Certified Small Business Development Counselor status within one (1) year of employment and maintain annual re-certification status as a Condition of Employment.
